the floor will need sand again when tiles are lifted to clean floor.
you need to lift some tiles to see if the adhesive is stuck to the floor or tile.
any expansion joints been put in ?

I don't think expansion joints have been used? What happens if it's stuck to tile?

If the adhesive is on the tile and not the screed it tells you that either the floor wasn't prepared correctly and/or the wrong adhesive used.

What makes you think he is a cowboy Alan? other than the tiles are loose?
I'm not saying he's not but what else has he done?
What is the quality like?
