The sand and cement isnt meant to glue the tray down its just to bed it down, if you come in the next day and start yanking corners up it will move.
Think about the Mira flight leg kit...are the legs glued down?
Funny thing going slightly of topic . I know a plumber who had a cracked tray . Bedded without sufficient coverage so told by manufacturer his fault . This tray is also designed to sit on legs so far fewer points of contact compared to bedding on muck so how does that equate .
