You're not far wrong, turned out to be mouse damaged wiring and a couple of 20 year old capacitors that had dried out and failed. Parts to repair cost about a quid, labour bill was 5 hours.

It's old, the PLC that's half visible on the right which controls it uses embeded software that's based on Windows 3.1
