Can I Use Tilemaster Anti Fracture Matting Over A Ply Sub Base

Could I build my sub base for the tray former 6mm higher than joist level and fit the former

Ply over joists in the rest of the area and over board with 6mm PCS boards

This will make them level and meet with the same substrate.
