4 for the first one, it'd fill because of the pressure but if you turn the tap off it'd also be the last one with water in and wouldn't empty fully.

Unfortunately that’s incorrect. It’s 3 Dan.
If you look closely, a number of the pipes are actually blocked or have holes in, so 3 is the only one that can fill.

Balanced if the mass of the balls are the same. Doesn't matter about weight it's water displacement so based on size.
You would think eh!
But due to Newton’s third Law
Everything has an equal and opposite reaction, in actual fact, the Steel ball on the right causes that side to drop. There a video posted by Mark (imp) half way down first page that explains it mate.
