Ok more advice please... is it ok to lay a laytex floor on original sub floor and then paint dpm on top of the newly laid laytex ? Or should the dpm be under the laytex ?

Depends on the latex...most are moisture sensitive, some aren't though. Personally I'd dpm then level over.
