lets just say I know some guy who is tiling his own bathroom...

and deep down he must of known that tiling on painted plaster wasn't a good idea coz he scored the paint before he slapped primer on.....

but then after doing a few meters he went and checked and of course - no - get rid of the paint duffus...

on a scale of 1 to 10 where:
1) is 'dodgy tilers do it all the time and get away with it'

and

10) is 'thats a total balls up, those tiles are coming down on somebody's head'

where would you say this friend of mine sits on this scale?

it depends on how stuck to the plaster the paint actually is.

I did a tape test in my own bathroom and when I tore the tape off the painted wall, and only a small amount of paint came off, I was pretty convinced that the paint was well and truly stuck. That said, I still sanded back as much of the paint off the plaster as I could, before priming and tiling.

And it also depends on what kind of tiles are going up. Mine were simple bumpy white ceramics. If he's putting travertine up, then there is going to be weight issues.
