How come the camera is waving around like a hand held . Then zooms in a bit and who has a camera set up looking half way down the street on the other side of the road .

It's probably CCTV being replayed and recorded on a phone.
Unfortunately there are loads of videos on YouTube showing how to break into vans, probably put up to inform people of the vulnerability of certain vans but they become instructions for the thieves.
