And what about if customer is in a wheelchair? Can't have floors all different heights.

...not if they're in a bungalow..
You're right . But in a bungalow likelihood is it would be a solid construction floor so tile direct to screed which would involve minimal height build up. In fact possibly less than a good quality carpet and underlay .
