Are you able to do that without plunge cutting of some sort?

if you want to cut a square out of the middle of a tile you will not be able to do it with a rubi cutter you will need to use a grinder or wet cutter and cut from the back

You don't. It'll break the tile. You need a wet saw or an angle grinder for that. Or drills and a hand-tile saw. Or something to make a hole with and nippers.

An angle grinder or a wet saw is preferable. You generally want to cut from the back, for reasons which will become obvious when you try

It's more meant for mitering than plunge cutting afaik. Damn ineffective mitering at that.

I suppose you can use it for that, but it's more effective, and the finish will be neater, if you do it with a wet saw.

If you still want to try, you use it by repeatedly scoring the backface of the tile, effectively cutting out the shape. No breaking needed. But bear in mind that it takes alot longer than using a tile saw or an angle grinder. And you cutter will by quite dusty afterwards, I imagine

It's more a DIY option than anything else.
