Re: Tiling a porch | | Lets not get confused here. When posters say don't tile onto chipboard, they are talking about movement in the floor...mainly. Chipboard floors are usually suspended floors so they bounce with changes of weight. Overplying is to make the floor more rigid which is better for tiling. The other problem with chipboard is if it gets wet it can breakdown if constantly in contact with water.
As your chipboard appears to be very securly set onto a concrete base there is no reason why you could not tile straight onto it with an appropriate adhesive and adequate precautions to stop moisture getting in.
As you are next to CTD, get yourself some Ardex P51 primer and Ardex-flex 7001 and use that, and flexy grout.
