Yes, this is the average time, once mixed, that it remains usable, but is dependent on room temperature .....

yip to be used as a guide only, other variables can alter these times ie: Temp, Humidity, Background etc.

as a guide yes, but you have to take seasonal adjustment into consideration. A lot of manufacturers try this ie, a batch made in winter will have more rapid setting additives to combat low temperatures/humidity levels for that season.
