just found out some more info:
    the rapid was called everbuild
the concrete was layed in the 50's some time
he never washed he bucket out and next day the rapid was still wet in the bucket.

the only thing i can think of is that bag was old and no good, would that be correct??
    thanks

I would say that you would have a claim with Everbuild if it were in date. Was it just one bag ? How big was the floor?

Not an adhesive I would ever use though.

I would usually say that when the adhesive is out of date it can set faster but that's in my experience. It could have everything to do with it though. Could even be a bad batch of adhesive.
If it were only a small floor then i would lift them and re lay it with good adhesive. Normal adhesive should set within 24 hours so its not looking too good for your mate.

The bag could have been caught by the low temperature over the winter if not stored correctly. If it has, you would notice while mixing.
