Aquamix Sealer & coating remover will do this...Or you could use Aquamix grout colourant to cover it...and if that fails, REGROUT. checkout www.tradetiler.co.uk he supplies these also he is a forum sponsor.

The paint can be removed no probs but IMO it will have leached in the grout surface particles and this cannot be removed.. you can try the nitromors but i am certain it will be a re-grout... i would even say that a grout colourant will not adhere.. cheapest method is just to rake out and re-do..

I wouldnt mess about trying to clean that amount, i would replace the tiles or get yourself a Dremmel tool and try and remove the grout, but you may chip the tiles is not careful.

I presume you're trying to freshen the tiles/room up by removing the green.

If its a full bathroom it would be a bit of a chore re-grouting the whole walls. So Instead of re-grouting how about re-painting them white (I presume it'd be a white?)
Not my cup of tea like, but if you've already painted the tiles once...

It'd be quicker to strip all tiles off and start again than to re-grout.
