What concerns me is a quarter of the tiles are loose, at a later date others may become loose.

    Any pics would help

I think its been the bad winter which has allowed some water to seep under the tile then when it iced up, it lifted them. I think the rest are quite solid although only an x-ray would be certain. hehe.
Im inclined to use a cement to put them back down, any views?

I would make sure the substrate is sound and a single part flexible adhesive and flexible grout
