    Default Basic advice please

    I am fairly new and have a customer who has a tiled outside balcony area where the old tiles are starting to rise.
    I had a look today and they must be 20 yrs old, terracotta type with very little addy under neath.I have tapped a few and all I get is a hollow sound.
    I have told the customer that it would be best to change the whole lot.
    They are laid on old concrete base.
    Will I need to self level first as there are cracking areas underneath which are not huge in the concrete.If I do then will Ineed to seal befe laying new tiles.
    Comments appreciated.
