Hi Golddigger.
Put the skirting on first and tile down to it,
You may loose a bit of its profile but if its level use it like a baton to tile off.
If you want to tile below skirting level then go at least half way down and fix the skirting on the face of the tiles with no more nails or similar.

Never like it when a tile overhangs, 'lambs tongue skirting', even when the customer approves it

Asm deco says 5 or 10 mil same as you would do with plasterboard enough for some movement or you will have trouble fixing the skirting.

Re: how low to the floor do i go?
What you would be better doing is working out your tiles so you have a decent size cut at the top (against ceiling) and working off that. See where your first course starts and strap at that height. Tile all the wall, take off strapping and then put in the bottom course (straight to the floor) then add your skirting straight onto the tiles with no nails or equivalent .
