There is a review of types of tiles to be used to prevent hazzard in the BS 5385-3:2007, It gives pressed tread tiles as recomended as you would expect.
A note worth bearing in mind is stair and communal safety is a combination of floor covering and lighting.

what is the official rules on tiling stairs in a multi-storey car park and landings and does the risers have to be different colours to the treads as i've heard

I think you will find that this particular rule comes under the DDA Regs. A couple of years ago I had to tile the steps going into a hotel and the edge strips on the treads had to have a different colour insert to the steps themselves to comply with DDA Regs for the visually impaired. However, Wetdec covered this in his post when he mentioned the combination of colouring and lighting
