Yep, paint needs to be sanded and primed, and if your still having problems with the tiles sliding then yeah use battons.

Re: Tiles sliding!!!!
Use any brand tiling-specific primer you can get locally, but not PVA. It's not necessary to remove all paint... just a fair bit of it!

Re: Tiles sliding!!!!
Yes it will do, I would mix it 1 to 4 with water after removing most of the paint. If you tile onto painted surfaces, you risk the tiles falling off at some point. If you imagine paint drying as a layer, and we've all seen paint peeling off walls, and so the tile will be stuck only to this layer.
I would remove 90% of the paint. Easy way to remove paint is to soak the painted area with water (using a sponge), 2 or 3 times, and with a hand scraper and a sharp blade it should fly off.
Make sure to leave the wall to dry out before priming.

If it is BAL Bond SBR, then 1:4 is fine.
If it is BAL APD or BAL primer, then 1:1 if you are using a ready mix.
If you are using a cement based adhesive, then 2 coats of APD or BAL Primer neat, or 2 coats of SBR diluted 1:2.
