Concrete is a very porous material and water will wick its way through if it is there.
One way to stop this problem is to use a concrete densifier which is a silicate based clear liquid which is applied to the concrete when dry.
It soaks into the pores and reacts with the calcium in the portland and crystallizes rendering the concrete impermeable.
Used to be called waterglass and was used to treat wells and cisterns, now it has been modified by various companies and there are lots of good products to be found.
In NA there is a company called L&M which makes a good densifier.
There should be a concrete supply company which could help you out.
