Test the paint with large strips of carpet tape, left for 10-15 minutes.
If no paint comes of with the tape, then it's fine to tile over.
If any paint does come off with the tape you need to scrape as much as possible off.

sorry no you cant as the adhesive simply will not get a mechanical fixing on to the plaster therefore only the paint will be supporting the weight of the tiles

Score the paint and damage it as much as possible then use a scraper with a new blade in then plenty elbow grease.

you could try this for removing the paint...

    Gundlach 100 mm Scraper

This has to be one of my most favourite tools. Do not confuse it with the £1.99 market stall equivalents

100 mm wide blade, 300 mm overall length

    Heavy duty cast alloy head

    Made in the USA

Perfect for scraping and shaving off bumpy plaster or cleaning the back of tiles with old adhesive on.

Use for stripping up old vinyl tiles and cushion flooring

Insert between tiles to lever them apart (inserting spacers) with ZERO risk of chipping

Great for removing factory wax from wall tiles etc

Quality high grip silicone rubber handle. made in the USA

    A must have tool

    weight 380 g

    Price: £8.49 £9.98 Including VAT at 17.5%

    Quantity:
    SPEED MEANS NOTHING WITHOUT QUALITY....

I use a wallpaper steamer, it usually softens up bathroom paint so it can be peeled off in big strips - if it's a skimmed plasterboard wall you'll have to keep the steamer moving to prevent overheating and the skim blowing.
