Set a piece of lath on the wall ether side of the step at the required distance for the riser. Apply semi dry screed and rule of to the lath. Mix a wet slurry of neat cement and brush it on the back of the tile then fix the tile to the semi dry screed this will give a solid bed and a strong step
Steps are a "BUGGER" always have been always will be. I find if you need to do alot of prep work a day rate will be an honest approch if the are true and correct then I'd charge between $30-50 dollars a lineal meter so if there is a meter of tread and a meter of rise that would be 2 lineal meters.
