all depends on the size and shape and which tiles you are using so without any details its the same as asking how long is a piece of string ?

For a 25 metre pool, first set out the pooldeck area for full tiles all around. This is done by adjusting the size of the joints to suit the pool edges. Then tronsfer those lines to the walls of the pooltank and you have your vertical lines set out. Find out the finish floor level of the edge tile and mark down 2 full tiles from there. Carry this mark around pool tank with a laser or water level and now you have your horizontal line. These lines can be continued across the pool floor and now your ready to tile.

Yes the top tiles should be dead level because as you say they notice when the water is still.

OK so when some fat *+"%^£"** like me lands then you dont see too much......

But for most of the time the water sits still.... So get the spirit level out!
