What exactly do you mean by tile cement? Adhesive? You can't pack especially thick with adhesive, as that would have an adverse effect on curing and drying times. It's better to deal with uneaveness before tiling.

If the floor is sound, ie stable, solid, and nothing is loose, then I can't see anything wrong (in principle) by using SLC on terrazzo. I'd go over the terrazzo with a floor grinder first though, and some really strong detergent, to remove old dirt stuck in the pores, as that might impair the adhesion of any SLC. Don't forget to wash off wish ALOT of clean water before leveling though. Allow it to dry out as well.

Check different SLC manufacturers websites. All decent manufacturers have product specs on their sites, which state where and how their products can, and can't be used. BAL, Ardex and MAPEI are brands with good reputation.
I use alot of Ardex products, and most of their SLC's work on terrazzo.

Don't forget movement joints if the floor is large.
