I looked into this course about 9 years ago i think it was NVQ. The course tutor explained that most on the course were sent by the job centre and were only there to make sure their jsa didn't get stopped - reading between the lines it was largely full of tools preventing anyone genuine getting what they wanted from it. Things could have changed though.
