Default Tanking above tiles without tanking

I have a customer who would like tiles fixed above existing tiles and shower mixer taps fitted with a fixing for the shower head.

My thought is that as the lower tiles will not have been tanked, there really is no point in myself tanking the above area, or is there ?

Thoughts and opinions appreciated.

no i cant, this is a quick fix until they can afford a wet room.

Boosha ,i dont think there is mutch point in tanking tiles that are on a wall mate just go without it.

Just tile it mate..........no benefit to be had from tanking the top bit.
