Open Question: Can wall tile adhesive be used on floor tiles as well as walls?

We have a B&Q tiler in at the moment - and he's using wall tile adhesive to stick floor tiles on the floor. Is this okay? Shouldn;t he be using a floor tile adhesive instead?
