    Assuming these tiles are on the wall, you need to remove the paint or score it heavily, sand it down even. And make sure that the total weight of the new tiles and adhesive PLUS the existing tiles and adhesive is not over what the substrate (plaster or blasterboard usually) can carry.

    Do a search on the forums for 'tile on existing tile' (or Google Search the Forum)
