Is it possible to overtile on tiles that have been painted with tile paint? and if so do you need any special adhesive?

Assuming these tiles are on the wall, you need to remove the paint or score it heavily, sand it down even. And make sure that the total weight of the new tiles and adhesive PLUS the existing tiles and adhesive is not over what the substrate (plaster or blasterboard usually) can carry.
