I have never used the Minipiuma Joe but if it is anything like my masterpiuma, the dropping breaker is for mosaics etc. Normally you just push to score and then push down on the handle. There should be 2 metal breaking pads machined into the bottom.

No you shouldn't need to physically lift the breaker, just pushing to score on you next tile will push it out of the way.
