The whole thing like safe weights is based on tried and tested methods. If you fix something with superglue it sticks well until you shock the surface then it can break.
If you tile onto a painted surface the tiles are stuck to the paint so the whole weight relies on how well the paint has adhered to the wall cos thats what holding those tiles on. With that in mind I would never ever tile onto a painted wall unless I had thoroughly cleaned it and keyed it through to the underlying substrate at the very least. Thats my opinion anyway.
