Dont pva anything, nothing at all. Put the pva in the bin.
Use a proper tile primer, ask a tile shop. Im sure the troops will recomment different ones but DONT PVA anything.
It leaves a sealing film over the surface to be tiles that stops the adhesive sticking to it.
