I think your tactic of taking back your property (adhesive) is the right one. Even if DH is correct and you can't do it they won't necessarily know that. If that doesn't work then small claims court would be an option. If I remember rightly all you have to do is to prove that they owe you money. It is then up to customer to explain to the courts satisfaction why they haven't paid.
